Lockdown 5.0 is Unlock 1.0: New MHA rules allow nearly all to reopen Unlock 1 Lockdown 5 Guideline Detail Know Important Points

According to the new guidelines, all activities outside containment zones have been allowed to resume in a phased manner. The guidelines will come into effect from June and will be effective till June 30.





The current phase of re-opening, 'Unlock 1', will have an economic focus.




All activities that were prohibited earlier will be opened up in areas outside containment zones in a phased manner, with the stipulation of following Standard Operating Procedures (SOPs), to be prescribed by the Health Ministry.





In Phase I, religious places and places of worship for public, hotels, restaurants, other hospitality services, and shopping malls will be permitted to open from June 8.





Health Ministry will issue SOPs for the above activities, in consultation with the Central ministries/departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of Covid-19.
In Phase II, schools, colleges, educational/training/coaching institutions etc, will be opened after consultations with States and Union Territories (UT).





State Governments/UT administrations have been advised to hold consultations at the institution level with parents and other stakeholders. Based on the feedback, a decision on the re-opening of these institutions will be taken in the month of July. MoHFW will prepare SOPs for these institutions.





The home ministry has also removed all restrictions on inter-state movement. However, the night curfew will continue to remain in force with a revised schedule. The movement of individuals, for all non-essential activities, will be prohibited from 9 pm to 5 am from June 1.





The Centre on Saturday extended the lockdown in containment zones till June 30 and said all economic activities can restart in a phased manner outside those zones.






The fourth phase of the nationwide lockdown, necessitated by the coronavirus outbreak, was scheduled to end tomorrow.






The government has allowed the reopening of shopping malls, hotels, restaurants and other hospitality services along with the places of religious worship to people from June 8, however, these facilities will not be able to resume operations inside containment zones designated by authorities in states and additionally, the resumption of these activities is conditional to the standard operating procedures to be released by the ministry of health and welfare, said a government notification






The coronavirus lockdown has been extended till June 30, but malls and restaurants can reopen from June 8 except in containment zones, or areas sealed because of a large number of virus cases.





Religious places, hotels and restaurants will also be allowed from June 8, the home ministry has said in its new guidelines ordering phased re-opening of areas outside containment cones.





"The current phase of re-opening, Unlock 1, will have an economic focus," said the guidelines.




The new guidelines had been issued based on extensive consultations held with States and Union Territories, the home ministry said.





All activities banned earlier will be opened up in areas outside Containment Zones in a phased manner, with SOPs to be prescribed by the Health Ministry.




A decision on reopening schools will be taken in July, after consultations with schools.




With the latest guidelines, only a limited number of activities will remain prohibited throughout the country from June 1. These activities are:





International air travel of passengers

Operation of metro rail

Cinema halls

Gymnasiums

Swimming pools

Entertainment parks 

Theatres,

Bars and auditoriums,


Assembly halls and similar places 


ocial/political/sports/entertainment/academic/cultural/religious functions/ and other large congregations





Phase I

Religious places and places of worship for the public; hotels, restaurants and other hospitality services; and shopping malls; will be permitted to open from June 8, 2020. Govt to issue guidelines in this regard




Phase II

Schools, colleges, educational/ training/ coaching institutions etc., will be opened after consultations with States and UTs.




Phase III

Based on the assessment of the situation, dates for re-starting the following activities will be decided: 





International air travel of passengers, except as permitted by MHA
Metro Rail





Cinema halls, gymnasium, swimming pools, entertainment parks, theatres, bars and auditoriums, assembly halls and similar places. 




Social/political/sports/entertainment/academic/ cultural/ religious functions and other large congregations

Shopping malls, hotels to reopen from 8 June outside containment zones
MHA guidelines issued today have suggested that that shopping malls and hotels can be reopened in non-containment zones from 8 June onwards. 
"In Phase I, religious places and places of worship for public; hotels, restaurants and other hospitality services; and shopping malls; will be permitted to open from June 8, 2020. 










 Health Ministry will issue SOPs for the above activities, in consultation with the Central Ministries/ Departments concerned and other stakeholders, for ensuring social distancing and to contain the spread of COVID-19," the ministry's press release read.
