Teacher Recruitment Niyamak vikasati jati kalyan

The subordinate ministerial staff on collective leave demanding resolution of the discrepancy has been a cause of dispute between the employees and the government for 40 years. Subordinate Ministry employees demand that the minimum grade pay of their LDC cadre be increased from 2400 to 3600. But the challenge before the government is that there are many other cadres in the government at par with the ministerial staff. Among them, there are more than a dozen cadres, including Babu, Livestock Assistants, Constables, Patwari, working in boards and corporations. As soon as the grade of a cadre changes, the other cadres will start demanding it. At the same time, the ministerial staff argues that by 1976, cadres like teachers grade third, compounder, laboratory assistant, livestock assistant were taking a grade pay. But after this, the ministerial staff lagged behind in the recommendations of pay commissions. On Saturday, the cabinet sub-committee headed by Panchayati Raj Minister Rajendra Rathore held talks with the ministerial staff. The committee, after hearing the employees' favor, has directed the Finance Department to prepare a proposal regarding their demands.
The fourth class State Employees Federation has decided to agitate from Friday for maximum grade pay of Rs 4200. State General Secretary of the Federation, Banwari Singh Rawat, has alleged that the Federation has sought time for talks on the subject, but they are being ignored.

Issuing a written statement, the state general secretary said that the agitation will start from New Tehri from January 5 on the demand for grade pay. The federation wanted the problem resolved amicably. But it seems that the officials sitting in the government are deliberately inciting the employees to agitate. The federation sent its seven-point demand letter to the CM through a state-wide dharna.

He said that on completion of ten years of service to class IV personnel, the next grade salary is increased from Rs 1800 to Rs 1900. Which is an increase of only 100 rupees. Personnel are retired from an appointment of Rs 1800 to a grade pay of Rs 2800. The federation has demanded the grade pay be raised to Rs 4200. Due to lack of response to the demand, the working class is hurt and five to five new Tehri will try to grab the government's attention through public awareness campaign. The public awakening will include Provincial President Nazim Siddiqui, Provincial General Secretary Banwari Singh Rawat, Spokesman Govind Singh Negi, Provincial Treasurer Manmohan Singh Negi.

The impact of the dispute has been on the 7th pay scale. If the grade pay is to be revised then it has to be applied from the sixth pay scale. On this basis only fixation will be done in the seventh pay scale. Until this dispute is resolved, there will be difficulties in implementing the recommendations of the seventh pay scale.
